After injuries and coronavirus wiped out much of Charles Philibert-Thiboutot’s past two years, the 30-year-old Quebec City native is “feeling better than ever” and hopeful of hitting the qualifying standard in the 1,500 and 5,000 metres for the Tokyo Olympics.
